Expanding Technical Operations in Southern Iraq

Halliburton has been awarded a new contract by the Basra Oil Company (BOC) to provide integrated field management services (IFMS) for the development of the Bin Umar and Sindbad oil and gas fields located in southern Iraq. This agreement marks a significant expansion of the service provider’s footprint in the region, focusing on field development planning, production optimization, and the deployment of advanced digital solutions.

Under the terms of the agreement, Halliburton will also provide engineering, procurement, and construction management (EPCM) services. A central component of the project involves the implementation of the company’s Landmark portfolio, which aims to create a cohesive digital framework. This system is designed to integrate subsurface data with well delivery, production operations, and business planning to enhance operational visibility and decision-making speed.

Production Targets and Energy Security

The development program for the Bin Umar field is calibrated to reach an output of approximately 150,000 barrels of oil per day (bopd). Furthermore, the project targets the capture and utilization of 300 million standard cubic feet per day (mscf/d) of associated gas during the initial five-year phase.

These objectives align with Iraq’s broader national energy strategy, which seeks to boost hydrocarbon output while simultaneously capturing associated gas for domestic use. By reducing reliance on gas imports, the project aims to bolster the country’s energy security. Zaid Khadra, Halliburton’s vice-president for the Middle East and North Africa, stated that the company will serve as a technical and project management provider, working alongside BOC to integrate workflows and maximize asset value.

Operational Oversight and Local Commitment

Despite the involvement of Halliburton in technical and execution roles, Basra Oil Company retains full ownership, operational control, and authority over all key decision-making processes regarding the assets. Halliburton has also indicated that the project will involve the engagement of local talent, supporting the Iraqi Ministry of Oil’s goals regarding workforce development and local content.

This contract follows a series of recent regional wins for Halliburton, including multi-year turnkey agreements with Aramco for onshore field work in Saudi Arabia. The development of the Bin Umar and Sindbad fields represents a continued focus on large-scale infrastructure and production optimization in the Middle East energy sector.
